The "right" amount of exercise for good health

How much exercise is the right amount? This article seems to suggest 8000 steps a day or 45 minutes of daily exercise is the "sweet spot". However, I still wonder whether healthier people are able to exercise or whether exercise makes you healthier. I haven't really seen any "cause and effect" studies.
